The International Peace and Cooperation Center (IPCC) in partnership with the Ministry of Local Government (MoLG), UN-Habitat, and funded by the European Union, the project prepared statutory local outline plans for five communities in area c: Al Uddeisa, Deir Sharaf, Qarawat Bani Hassan, Qibya, and Wadi Fukin. These plans were developed through extensive community engagement, including 44 visits and meetings, surveys, capacity-building workshops, and the formation of community representatives committees. The committees, comprising male and female members, provided feedback and approved the finalized plans.
The project emphasized a Human Rights Impact Assessment Mechanism (HRIAM) and utilized GIS to analyze data from detailed community surveys, producing maps and reports. Five narrative reports were prepared, incorporating HRIAM considerations and feedback from MoLG and UN-Habitat. Photogrammetric maps were ordered and used to draft two outline plan proposals for each locality, with communities selecting their preferred options. Finalized packages for each locality included the outline plan, regulations, sectoral plans, action plans, and cost estimates. These were submitted to the Israeli Civil Administration for approval.
