The International Peace and Cooperation Center (IPCC), in partnership with the Ministry of Local Government (MoLG) and UN-Habitat, updated and followed up on 25 local outline plans for Palestinian communities in area c, including key areas such as Za’tara, Beit Ta’mir, and Al Mansoura. Supported by the European Union, the project involved 98 visits and meetings with community representatives and the Israeli Civil Administration (ICA), addressing updates on action plans, cost estimates, new developments, and ICA feedback. Discussions with the ICA led to notable progress, including assigning plan numbers to four communities and identifying requirements for aerial photo and photogrammetric map updates for plans drafted before 2016.
The project faced challenges, such as ICA demands for modifications in plan boundaries, regional road offsets, and adjustments to Arabic regulations to align with Israeli planning standards. Despite these hurdles, updates were implemented, and key plans—such as Khirbet 'Abdallah Al Yunis and those in the Herodium area—were advanced. The IPCC focused on ensuring compliance with ICA requests while maintaining the integrity of community needs and action plans. These efforts reflect the project's commitment to fostering tenure security and resilience for targeted Palestinian communities.
