In partnership with the Palestinian Ministry of Local Government and UN-Habitat, the International Peace and Cooperation Center (IPCC) has prepared 78 outline plans for communities across the West Bank. These plans were developed through an extensive community participatory process.
In addition to the IPCC's efforts, other organizations and private planning offices have contributed by preparing plans for an additional 44 localities in Area C. Despite some of these plans being finalized over a decade ago, none have been approved by the Israeli Civil Administration (ICA).
In response to the refusal of Israeli authorities to authorize many of these plans, the IPCC developed a de facto planning model in collaboration with communities. This approach enables the implementation of planning initiatives without formal Israeli approval, while still aligning with boundaries agreed upon by the planning authorities and technical teams of the ICA.
