IPCC prepared 72 outline plans for 76 communities that are distributed all over the West Bank, through extensive surveying and analyses of the sites and regular meetings with the local councils. There are other organizations and private planning offices involved in planning in the West Bank that have planned 44 localities in Area C, where these plans have been submitted are in the discussion phase with the ICA.
The ICA have set out long approval processes that demand extensive additional detailed planning information and approvals from high officials, such as the Israeli Defense Minister, further delaying authorization. However, delays to development have been mitigated by the implementation of the plans as de facto documents by communities, donors and even the ICA. The plans provide considerable protection against demolitions even before their authorization. Therefore, the submitted 72 plans to the ICA by IPCC are in different stages of planning and authorization as follows:
1.Approved Plans
These are 5 plans for 6 communities that have been prepared by IPCC with participation from local communities, and are fully authorized by the ICA Planning Committee after being published in Arabic and Hebrew newspapers for objections, then authorization, and validation. They have an area of 1,109 dunums and are for: Imneizel, Ti'nnek, Ras Tira and Dab’a, Izbet Tabib and Wadi Al-Nis.
