On the 4th of May 2014, the International Peace and Cooperation Center obtained final approval from the Israeli Civil Adminstration for the Outline Plan in Ras Tira and Daba’a, localities to the south of Qalqilya.
Ras Tira and Daba’a are situated in Area C of the West Bank. The work took four years (2010-2014) and was supported by the British Consulate General in Jerusalem and the European Union. The plan covers an area of 210.7 dunums with 133.6 dunums assigned for residential development.
According to a survey undertaken by IPCC in 2010, the combined population of the localities is 738 people who live in 277 housing units. The Outline Plan that IPCC prepared allows for 1500 people, the predicted population in 2030, increasing the number of housing units to 336.
The IPCC plan was developed with community participation and collaboration with the Local Council of the locality. This ensured the plan responded to the needs of the locality, helping to protect it from demolition orders and supporting its development.
IPCC also worked on detailing the road network, water network and wastewater network and the action plan for implementing the locality's prioritised needs until 2033.
After the authorisation of the Outline Plan, the community started to build new houses. The EU funded various projects according to the prepared plans and to the prioritized needs of the localities which were defined by community input. These projects include: Construction of a kindergarten and a public playground in Ras Tira, and expansion of the water network and an electricity transformer in Daba’a.
