On the 4th of March 2014, the International Peace and Cooperation Center obtained final approval from the Israeli Civil Administration for the Outline Plan in Imneizel, a locality to the south of Hebron.
Imneizel is situated in Area C of the West Bank. The work took four years (2010-2014) and was supported by the British Consulate General in Jerusalem and the European Union. The plan covers an area of 192 dunums with 142.6 dunums assigned for residential development.
According to a survey undertaken by IPCC in 2010, the population of the locality is 450 people who live in 60 housing units. The Outline Plan that IPCC prepared allows for 1000 people, the predicted population in 2030, increasing the number of housing units to 222.
The IPCC plan was developed with community participation and collaboration with the Local Council of the locality. This ensured the plan responded to the needs of the locality, helping to protect it from demolition orders and supporting its development.
IPCC also worked on detailing the road network, water network and wastewater network and the action plan for implementing the locality's prioritised needs until 2030.
After the authorisation of the Outline Plan, the community started to build new houses. The EU and USAID started to implement several projects in Imneizel according to the prepared plans and to the prioritised needs of the locality which were defined based on community input. These projects include: implementation of a new water network, construction of a water tank with a capacity of 250m3, widening and paving 1200m of roads, rehabilitation of the existing clinic, building a kindergarten as well as re-designing and renovating the public park and the entrance of the locality.
