On the 18th of November 2015, the International Peace and Cooperation Center obtained final approval from the Israeli Civil Administration (ICA) for the Outline Plan in Wadi el-Nis, a locality to the southwest of Bethlehem.
Wadi el-Nis is situated in Area C of the West Bank. The work took four years (2011-2015) and was supported by the British Consulate General in Jerusalem and the European Union. The plan covers an area of 166.4 dunums with 67.7 dunums assigned for residential development.
According to a survey undertaken by IPCC in 2010 , the population of the locality is 800 people who live in 120 housing units. The Outline Plan that IPCC prepared allows for 1600 people, the predicted population in 2030, increasing the number of housing units to 355.
The IPCC plan was developed with community participation and collaboration with the Local Council of the locality. This ensured the plan responded to the needs of the locality in contrast to a previous ICA plan which did not meet the community’s requirements. The IPCC plan also helped to protect the locality from demolition orders and supported its development.
IPCC also worked on detailing the road network, water network and wastewater network and the action plan for implementing the locality’s prioritised needs until 2033. This included identification of areas for public use, most importantly a sport’s stadium to be built according to international standards.
