The planning survey for Bedouin communities in the Barriyat –outskirts- of Jerusalem was initiated in December 2011, and grew out of the efforts of the Displacement Working Group which supports Bedouin communities facing displacement. The project developed from a joint proposal put together by IPCC, UN Habitat and BIMKOM, with each organization examining related aspects and the needs of the communities, mainly focusing on protecting them from the threats of displacement. UN Habitat’s focus was on liaising with the Palestinian Authority and the Ministry of Planning to ensure feedback into the National Spatial Plan on planning policy for Bedouin communities. They highlighted the experience of neighbouring countries with regards to national planning guidelines for Bedouins, and considered environmental preservation and sustainability as part of the strategic plan for the future. BIMKOM studied the Arab Palestinian Bedouin communities (hereinafter referred to as Bedouin) that have been relocated to the al Jabal area. They also studied the environmental side effects of the adjacent municipal dump, and the symbiotic relationship between the Bedouin and their environment. IPCC contributed a detailed survey of all of the communities’ sites, examining their existing living conditions and access to services.
